cURL error with WP4.7

After upgrading to WP 4.7, Subscribe2 (v10.21) stopped working – every time I publish a post, I see an error message “cURL error 28: Operation timed out after 1001 milliseconds with 0 bytes received,” or a blank screen with the following PHP warning message logged.

[16-Dec-2016 07:22:51 UTC] PHP Warning: http_build_query(): Parameter 1 expected to be Array or Object. Incorrect value given in /home/XXXXX/www/wp/wp-includes/Requests/Transport/cURL.php on line 508

The post itself is successfully published and the only issue is that an email notification is not sent – and everything works fine when I disable Subscribe2.

Please let me know any potential solutions!
